Landmark Consultation on Sexual and Reproductive Rights of PLHIV |

The first global consultation led by people living with HIV to address their sexual and reproductive health (SRH) and rights took place in Amsterdam, The Netherlands, 5-7 December 2007. The international group of 65 HIV-positive women, men, young people, and transgender people articulated a vision statement to guide advocacy, policy, legal, programmatic and funding priorities that respect SRH and rights, and that underscores the need for health systems to do the same.
Opening the consultation, Dr. Peter Piot, Executive Director, UNAIDS, stated “The discussion of sexual and reproductive health rights is often not a priority for development work yet serious violations of the sexual and reproductive health rights of people living with HIV mean that it is a subject that deserves serious input and discussion.”

Positive Leadership Summit – Reclaiming the Advocacy Agenda
Mexico, 31 July and 1 August 2008
International People Living with HIV (PLHIV) Conferences has held regularly in various locations around the world since 1986, the latest ones being Poland 1999, Trinidad/Tobago 2001, and Uganda 2003. These meetings are seen successful in terms of bringing together hundreds of HIV positive people from around the world in a safe and empowering environment contributing to the strengthening of the PHLIV movement. To re-affirm the commitment to this global gathering, several organizations, convened by the Global Network of People Living with HIV/AIDS (GNP+), have formed the LIVING 2008 Partnership.
Because these regular gatherings of PLHIV are seen by the Living 2008 Partnership, as a vital component of the global HIV response, the Partnership proposed that an international PLHIV Summit be held immediately prior to The International Aids Conference - AIDS 2008. The Summit gathers 350 PLHIV leaders from all around the world focusing on common HIV advocacy issues.

The Monaco Meeting

The Monaco kick-off meeting , together with the summit planning meetings, took the first steps towards the development of a unified PLHIV advocacy agenda. The conference was highly evaluated by participants, as detailed in Annex III, and concluded with a press conference, detailed in Annex IV of the Monaco Report March 2008. The ultimate goal of the Monaco kick-off meeting was to facilitate a process to enable delegates to develop through the various processes to inform the outcomes of the LIVING 2008 summit as listed below.

An understanding of the key themes of the advocacy agenda for the PLHIV Movement

Consensus on priorities in each key theme we want to tackle

Action plans on how to address these priorities

A concise overall statement of issues and actions

New skills to enable and equip them to implement the advocacy agenda
In order to reach these outcomes, the facilitators mapped out a process from Monaco leading up to, into and after the Mexico summit. This process comprises:

Programme development for the Living 2008

Participation at the IAC 2008 in Mexico

A parallel ongoing moderated e-consultation by all groups and partners.
The e-consultation discussions will be based on the four themes formed by the working groups during Monaco. The next stage of action required from PLHIV networks and partners is the input into the e-consultation on any of the four themes. Each organisation is required to send at least 10 members from its networks to participate in the e-consultation from April – June 2008.
